			<content:encoded><![CDATA[<p>Over dinner with Professor Mark Frydenberg of Bentley University, the topic came up about how new media could be used as part of a senior project. Here&#8217;s an idea I&#8217;d love to throw out to other college seniors and students to see what you think. We know new media is powerful. You have unparalleled access to some of the smartest people in the world, some of the most well connected. At the same time, as a college senior, you&#8217;re looking to do something to make your mark on the world right away, because distinction will set you apart from the millions of other degree holders graduating this year. Distinction will help you land a job, perhaps even get you an offer before you start looking.</p>
<p>So what could you do as a senior in marketing, business, or information systems? Try making a real-life case study of new media put to use. Pick a local charity that needs the help, and focus an all-out campaign on raising money for that charity using all of the new media tools and connections that you&#8217;ve got. Figure out how to find potential donors on Twitter and LinkedIn, gather allies and collaborate using Facebook and Google Docs, and use the opportunity for a senior project to make the world a better place. The charity will benefit, your community will benefit, and you&#8217;ll have something for your LinkedIn profile that you can be super proud of.</p>

<blockquote><p>The Bush administration told congressional aides it won&#8217;t ask lawmakers to release $350 billion remaining as part of the $700 billion U.S. financial- rescue package, people familiar with the matter said.</p>
<p>The administration of President George W. Bush ends in less than 10 weeks, and a delay in submitting a request to lawmakers would leave it to President-elect Barack Obama to tap remaining funds in the bailout fund. </p></blockquote>
<p><strong>Commentary</strong></p>
<p>For those hoping or waiting for bailout funds for the <a href="http://www.studentloannetwork.com">student loan</a> industry, especially for <a href="http://www.privatestudentloans.com">private student loans</a>, the wait will be longer, at least until the Obama transitional government is seated on January 20, 2009. What does this mean for you? Unless the existing allocated funds from the bailout find their way to student lending, what we see is what we get for the moment. That means that <a href="http://www.staffordloan.com"  class="alinks_links" onclick="return alinks_click(this);" title="federal student loans"  rel="external">federal student loans</a> like the <a href="http://www.staffordloan.com">Stafford loan</a> and <a href="http://www.parentplusloan.com">parent PLUS loan</a> remain plentiful, and <a href="http://www.privatestudentloans.com">private student loans</a> remain restricted to only those with outstanding credit.</p>
<p>Some companies will turn over budgets and credit lines as the calendar rolls over, which is worth noting, but for the time being, assume that the credit crisis will continue to restrict availability of lending across the board.</p>
<p><strong>Scholarship Update</strong></p>
<p>This is really cool. We&#8217;ve profiled the <a href="http://www.studentscholarshipsearch.com/Detailed/Scholarships/Local_Scholarships/United_States_Scholarships/The_Harry_S._Truman_Scholarship_Foundation_Truman_Scholarship_199.php">Truman Foundation Scholarship</a> before, but now they&#8217;re keeping applicants up to date about the process via Twitter.</p>

<p>From <a href="http://www.insidehighered.com/news/2008/11/17/qt">Inside Higher Ed</a>:</p>
<blockquote><p>A national survey by FastWeb, a free <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarship"  rel="external">scholarship</a> identification service, found high percentages of students and families being rejected for just about every type of student loan. FastWeb acknowledged the dangers of selection bias in its survey and those who are satisfied with the availability of aid may be unlikely to use its services. But the large numbers of students who do suggest some significant numbers of families are experiencing loan rejections.</p></blockquote>
<p><strong>Commentary</strong></p>
<p>Interesting that in the survey results, parents are being denied a <a href="http://www.parentplusloan.com/">federal PLUS loan</a> at a rate of 55%. <a href="http://www.parentplusloan.com/">PLUS loans</a> have much looser restrictions for credit history than <a href="http://www.alternativestudentloan.com"  class="alinks_links" onclick="return alinks_click(this);" title="private student loans"  rel="external">private student loans</a>, which means that at least for the audience sampled by FastWeb, consumer credit histories and ratings have deteriorated far more than is generally known.</p>
<p>Here&#8217;s an important fact that is often overlooked. If a parent is denied a <a href="http://www.parentplusloan.com/">PLUS loan</a> for any reason, the student immediately becomes eligible for additional <a href="http://www.StaffordLoan.com"  class="alinks_links" onclick="return alinks_click(this);" title="Stafford"  rel="external">Stafford</a> loans, as if they were an independent student. If your parents are certain they&#8217;ll be declined for a <a href="http://www.parentplusloan.com/">PLUS loan</a> based on poor credit, this may be a way to get additional <a href="http://www.staffordloan.com/stafford-loan-info/">federal student loan</a> money.</p>
<p>From <a href="http://blogs.timesunion.com/classconflict/?p=1656">The Albany Times Union</a>:</p>
<blockquote><p>Kathy Gailor, the Director of Financial Aid at the University of Bridgeport, commented on a hypothetical situation where federal aid was restricted in addition to the drying up of <a href="http://www.acteducationloans.com/refer.php?affil=7"  class="alinks_links" onclick="return alinks_click(this);" title="private loans"  rel="external">private loans</a>:</p>
<p>“If there is a severe cutback in federal aid, students should immediately investigate the numerous private scholarship opportunities that exist. Many of these <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarships"  rel="external">scholarships</a> go un-rewarded every year despite the fact that a simple two page essay may be all that’s required to apply. In addition, students should start looking for summer jobs now rather than, as in the past, waiting until Spring to begin the search.”</p>
<p>Charlene J. Haykel, Managing Principal of the The Haykel Group, suggests high school parents should “borrow from the cash value of their life insurance policies; take an early distribution Roth IRA (if parents have one) but only after financial aid has been awarded so it won¹t reduce the amount of aid received by the student.” Mrs. Haykel also suggested students look at nontraditional sources of lending such as My Rich Uncle, or the peer to peer lending sites such as FYNANZ “that uses non-conventional underwriting criteria and will loan to people with poor credit scores if other information is provided.”</p></blockquote>
<p><strong>Commentary</strong></p>
<p>Ms. Gailor is mostly correct - the only comment I&#8217;d add is that not many scholarships go unrewarded. Many do have just a handful of applicants, but it&#8217;s a bit of an urban legend that there are millions of dollars just sitting around unused every year.</p>
<p>Ms. Haykel gives some advice that I think needs clarification. If a parent or student takes an early distribution from an IRA or life insurance policy, it&#8217;s true that it won&#8217;t hit your financial aid eligibility for the current year if you do so after you file the FAFSA. That said, the distribution will hit you and impact your financial aid next year, along with any tax penalty that you take.</p>
<p>The double whammy of a potential tax penalty in the following year combined with a reduction in aid because you cashed out or borrowed against retirement makes this choice less than optimal. It&#8217;s a short term, last resort solution that has consequences the following year, making future financial aid more difficult. If that&#8217;s a tradeoff you&#8217;re okay with, then that strategy may work. Just be aware that there are consequences down the road for this strategy.</p>

Saving is easier when you have more money to work with - which seems like a blatantly obvious, trite thing to say, except that it&#8217;s not on anyone&#8217;s radar.</p>
<p>Don&#8217;t get me wrong. I encourage frugality. I encourage cutting back on discretionary expenses. However, <em>at some point, you can&#8217;t cut any more</em>. You can&#8217;t staunch expenses any further without a serious, really unpleasant reduction in your quality of life - which in turn makes you less likely to stick with a savings program.</p>
<p>So let&#8217;s talk in this blog post today about how to get more money coming in the door.</p>
<p>Obviously, as many have mentioned, working a job is a way to bring in some income, and the more you work, the more money you bring in. Downside - the more you work, the less time you have for academic study, which is the point of college.</p>
<p>Incremental income can indeed come from recycling, especially if you&#8217;re smart about it and gather recycling at the right times &#038; places, like after frat parties when there&#8217;s literally cases of empties just sitting on the sidewalk. A guy in my town cruises up and down the streets on garbage day and simply loads boxes of recycling into his station wagon before the town claims them.</p>
<p>The recycling idea is a starter for a much bigger idea, the idea of arbitrage, unequal pricing for equal things. Take a look at the free section of your local Craigslist. How many of those items could you obtain? If you live in a major city, chances are there&#8217;s a ton of free stuff that someone is just too lazy to get rid of, so they list it for free, even if it&#8217;s still usable or an easy fix if you know the right people.</p>

<p>Then take the free stuff, assuming it&#8217;s in good condition, and resell it. List it on Craigslist in the appropriate for sale section at cut-rate prices, or on eBay if it&#8217;s sufficiently valuable enough. List it on your campus bulletin boards and other places buyers congregate. Got a TON of stuff? Find a local flea market and rent a table once you&#8217;ve gotten a resale business going - the local flea market here charges $60 per week for a large booth, so if you can swing that with previous sale profits, you can gain access to a lot of buyers and foot traffic.</p>
<p>Think that&#8217;s fast money? Try services like <a href="http://www.phoneraiser.com/">PhoneRaiser</a> to recycle old phones and stuff.</p>
<p>Not up for the challenge of a physical goods auction house? Look online. <a href="http://www.financialaidpodcast.com/shareasale">See what affiliate programs like Shareasale</a> (disclosure: paid link, hereafter [PL]) you can sign up for, and then see what merchants whose stuff you like you can resell. I&#8217;m serious when I say that the <a href="http://www.financialaidpodcast.com"  class="alinks_links" onclick="return alinks_click(this);" title="financial aid podcast"  rel="external">Financial Aid Podcast</a> sold over $700 in random stuff like Halloween costumes and personalized checks. For a major corporation, that&#8217;s barely a soda budget, but for a college student, that&#8217;s rent in some parts of the country - not to mention an easy win for the <a href="http://www.studentplatinum.com/student-credit-card-blog/2008/11/03/take-the-500-savings-challenge/">$500 savings challenge</a>. You can sign up for programs like <a href="http://www.shareasale.com/m-pr.cfm?merchantID=11392&amp;userID=289592&amp;productID=462143870">Shock Coffee</a> [PL], and resell on your personal web site <a href="http://www.shareasale.com/m-pr.cfm?merchantID=11392&amp;userID=289592&amp;productID=462143870">highly caffeinated beverages</a> [PL] as well as many, many other products.</p>
<p>Saving doesn&#8217;t just mean reducing what you spend - it also means earning more. Try some of these approaches and see if you can bring some more cash in the door to help you achieve your savings goals.</p>

<p>Dependency is judged based on the status listed. If you have no support of your parents and are fully self supporting, you can ask your <a href="http://www.financialaidofficer.com"  class="alinks_links" onclick="return alinks_click(this);" title="financial aid officer"  rel="external">financial aid officer</a> for a professional judgement override of dependency status. Be prepared to provide a ton of documentation like rent and utility bill copies, etc.</p>

<p>Yes. The student can file a FAFSA correction online to change their age and thus their dependency status.</p>

<p>Only if you’re a US citizen or eligible non-citizen.</p>

<blockquote><p>I feel for all of you. We are parents of 3, we have a laughable number assigned as our family responsibility. This system is shameful. Our oldest is about to graduate with more debt due to loans than we ever would have imagined or desired for her. The Feds and all <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grants"  rel="external">grants</a> or other opportunities for this highly advertised “free money” are obviously skewed towards anyone who is not middle income or higher. She is ineligible for Pell which virtually removes loads of the “freebies”. Higher education is required to provide any true opportunity, in this country it should be a given being the land of opportunity and all. I feel like we provide more than ample opportunity to any and all but not our own. The more I delve into this system the more wretched I find it to be. The point of being one who can go to war but not be independent from one’s parents is really even more insulting. Who writes these laws? I know many students in the system I work in who do not truly apply themselves as compared with my own and yet they will be eligible to go to any number of schools cheaply vs my own kids. Does not do much for my confidence in the government whose salaries we pay.</p></blockquote>
<p>That’s why everyone and their cousin needs to be hunting for outside <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarships"  rel="external">scholarships</a>. <p>That’s really confusing. If UoP denied you aid that you were eligible for, that’s a violation of a whole bunch of things. You can file a complaint at <a href="http://www.ombudsman.ed.gov/">http://www.ombudsman.ed.gov/</a> or call toll-free 877-557-2575 to report a federal financial aid violation.</p>

<p>Unfortunately, as long as you are a dependent of your mother, she is required to provide her information to successfully complete the FAFSA. The bottom line for her is that her child is potentially missing out on THOUSANDS OF DOLLARS OF FREE MONEY by withholding information that the government already has, thanks to the IRS. She’s not telling Uncle Sam anything he doesn’t already know in a different department. Feel free to share this with her.</p>

<p>If you don’t qualify for 1 of the 7 conditions of an independen student, no, there’s not much to be done. You can seek a professional judgement override from a financial aid officer at your school if you can document your independent status, but that’s entirely up to your school to <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grant"  rel="external">grant</a>.</p>

<p>Sorry to hear that you lost your job. The only way you’ll determine whether you qualify for aid is if you file the FAFSA. It’s free, so go ahead and do that.</p>

<blockquote><p>I’m in a bind because i dont know what to do about my situation.. I am independent and do not keep in contact with my dad nor mom. They have nothing to do with me and do not support me so i live back and forth between a friend and my grandma. My issue is that my aunt and uncle claimed me on their tax return when i dont even live with them, and they dont support me. Basically, i’m on my own and get no help from my family. I don’t know what kind of documentation to show the financial aid office because i have none? I don’t know how to file the fafsa with my situation.</p></blockquote>
<p>The only way you can be determined to be truly independent is with a decision by a court that you are an emancipated student, orphan, ward of the court, or under legal guardianship. As of the 2009 FAFSA, you would probably qualify as a homeless, unaccompanied youth and you should talk to someone at a transitional shelter about getting paperwork certifying that.</p>

<p>No sir. Financial aid is based on need alone. That said, there may be outside scholarships that are worth investigating for that kind of situation.</p>

<p>I recently married my wife who is 20 years old, but we are worried about her financial aid which is filed by her dad and covers about 99% of her tuition. I am also a student and 25 years old, and we are currently not living together. Although I have a job that pays around 40k a year, I am not currently supporting her and can barely support myself and I am not eligible for financial aid because I am not a US citizen.</p>
<p>She would like to stay as a dependent because I cannot support her nor her father or herself.</p>
<p>Since I am not supporting her in anyway, we would like to keep it as is. Do we have to file any differently? Also, since it is the truth, and her father is supporting her and paying for her and filing for her every year, would there be any changes to her financial aid program?</p></blockquote>
<p>Regardless of age, if she is married, she is automatically an independent student and should complete the FAFSA as such. Being an independent student will actually work to her advantage, and her father can continue to support her. Congrats on your marriage.</p>

<blockquote><p>A friend of the family (20) has moved into our home as an independent renter of an extra room. We did this since several of mom’s abusive boyfriends threaten her. Her non-contributing parent, who WAS on FAFSA never helped in housing or college, and the only past money in gifts came from a grand-parent –now it is ending, and she needs to change FAFSA as independent student, by petitioning the school to override standard requirements. “If approved,” will this increase her award to cover continuing in college? Is there any housing or dorm allowance?</p></blockquote>
<p>If the financial aid officer at the school does grant a professional judgement override of dependency status, she’ll automatically qualify for additional financial aid. The aid granted should include total cost of attendance for the college with an eye towards only her finances now.</p>

<p>If you can gain certification as an unaccompanied youth who is self supporting - from a HUD-approved homeless shelter, transitional program, etc. - then you would be granted independent student status for the 2009 FAFSA.</p>

			<content:encoded><![CDATA[<p><strong>The Coming Financial Aid Crisis, Part 2 in a Series</strong></p>
<p>In the <a href="http://www.financialaidpodcast.com/2008/09/30/daily-aid-16-the-coming-financial-aid-crisis/">first part of this discussion</a> on the coming financial aid crisis, we talked about Pell <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grant"  rel="external">Grant</a> shortfalls and increased demand due to enrollments. Let&#8217;s dig into some heavier economic data to see what may lie ahead.</p>
<p>Here&#8217;s a chart of underutilized labor from the Bureau of Labor Statistics. Underutilized labor includes the unemployed, discouraged workers (people who are jobless and have stopped looking/stopped filing for unemployment insurance), and underutilized workers (part time employees who want a full time job but can&#8217;t get one).</p>
<p>The reason I use labor underutilization rather than employment is because underutilized labor affects financial aid as well - if you&#8217;re working only part time, you have that much less income to work with.</p>

<p>What this shows is a sharp and increasing spike in underutilized labor, to 11.8% of the workforce.</p>
<p>Second item: <a href="http://finance.yahoo.com/news/Parents-pull-kids-from-day-apf-13509549.html">this story in Yahoo Finance</a> shows that day care centers are reporting record drops in enrollments.</p>
<p>What does that mean? The same economic pressures that are driving parents to find alternatives for day care are going to impact public and private university enrollments, as well as the ability for families to pay for higher education. As the labor markets get tougher for job seekers, the raw numbers of people applying for financial aid will jump, as will transfers from private colleges to public colleges, unless private colleges have the endowment and financial means to step up institutional aid.</p>
<p>Summary: not only will more people be applying for financial aid due to demographics, more people will be applying for more financial aid due to the economy.</p>
<p>Given this picture, what should you be doing right now to prepare?</p>
<p><strong>Financial Aid Paperwork</strong></p>
<p>First, be aware that there&#8217;s an entirely new section of the <a href="http://www.fafsaonline.com">FAFSA</a>, including questions about displaced workers, for 2009. The definition of displaced worker encompasses anyone who&#8217;s been laid off or let go, unless the termination was for cause or you just up and quit your job. When you go to <a href="http://www.fafsaonline.com">file your FAFSA</a> for 2009, it&#8217;ll be super important to make use of that section if your family has run into hard times.</p>
<p>For the immediate moment, if the wage earner(s) in your family have lost their job(s), you should talk to your <a href="http://www.financialaidofficer.com"  class="alinks_links" onclick="return alinks_click(this);" title="financial aid officer"  rel="external">financial aid officer</a> right away. One of the things a financial aid officer can do is help adjust your financial aid package to account for significant financial changes at home; in this case, you&#8217;d be asking about a professional judgement override on future earnings, which could change how much you pay at least for the spring semester. You&#8217;ll need to provide a copy of the termination notice that your family&#8217;s wage earner(s) received as documentation of the financial status change.</p>
<p><strong>Student Lending</strong></p>
<p>In terms of <a href="http://www.studentloannetwork.com"  class="alinks_links" onclick="return alinks_click(this);" title="student loans"  rel="external">student loans</a>, <a href="http://www.staffordloan.com">federal student loans</a> like the <a href="http://www.staffordloan.com">Stafford</a> and <a href="http://www.parentplusloan.com">PLUS loans</a> will be okay. You may find yourself changing lenders, or your school may change which <a href="http://www.staffordloan.com">federal student loan program</a> it is enrolled in, but <a href="http://www.staffordloan.com">Stafford loans</a> and <a href="http://www.parentplusloan.com">PLUS loans</a> will remain widely available.</p>
<p>Given the latest data on unemployment and the credit markets, it seems unlikely that <a href="http://www.privatestudentloans.com">private student loans</a> will improve their availability before next summer at the earliest. If you need to pay for college above and beyond what you can get in <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarships"  rel="external">scholarships</a>, <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grants"  rel="external">grants</a>, and <a href="http://www.staffordloan.com">Stafford loans</a>, your best bet is going to be the <a href="http://www.parentplusloan.com">Parent PLUS loan</a> for the time being.</p>
<p><strong>General Education Finance</strong></p>
<p>Be open to the possibility of changing schools and attending a less expensive institution. Be aware of the possibility that you may have to take some time off if necessary. As much as you can, find ways to reduce the cost of college through things like taking credits at community colleges, <a href="http://www.edvisors.com/Online_Degrees/">online degree programs</a>, and testing for college credits using <a href="http://www.financialaidpodcast.com/2008/10/29/daily-aid-31-how-to-cut-the-cost-of-college-in-half/">CLEP exams</a>.</p>
<p>If you&#8217;re not aggressively pursuing every <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarship"  rel="external">scholarship</a> you&#8217;re eligible for, you need to get on the wagon as soon as possible. <p><strong>General Personal Finance</strong></p>
<p>Despite urging from retailers, spending less, rather than more, is and should be your primary concern right now, whether or not your job is in danger, whether or not your family&#8217;s financial health is good. Frugality in uncertain times is one of the best defenses you can use to protect yourself. Cut out everything that can be cut, discretionary spending like dining out, coffee from coffee shops, etc. If you&#8217;re thinking about allocating dollars for the holiday season, go light on spending and heavy on face time with family.</p>
<p><strong>Save money</strong>. Save, save, save. If you aren&#8217;t saving, start. <a href="http://www.financialaidpodcast.com/ing">Start an FDIC insured savings account like this one at ING Direct</a>. We&#8217;re in a period of deflation, when the amount of money in circulation actually decreases, which means that the dollar you save today may be worth more tomorrow.</p>
<p><strong>Hope Is Not Enough, But It&#8217;s a Start</strong></p>
<p>Overall, I&#8217;m still optimistic about the longer term prospects of anyone in or entering college. A college education, for those who want it, is still a strong investment in yourself. That said, it&#8217;s not enough to hope that the economy will turn itself around or that things will get better all by themselves. Yes, absolutely, time will help fix a great many of the problems that the economy faces, but simply waiting for things to get better is a poor strategy. The uncomfortable reality is that things are going to get worse before they get better. </p>
<p>With everything else going on in the economy, there are no bailouts for college students. The most important person you need to talk to about your ability to pay for college is&#8230; you. Take up the scholarship hunting mantle and go find financing for your education. Work hard, innovate, find different ways to raise money that others aren&#8217;t doing. Look around for opportunities to bring in scarce dollars through things like <a href="http://www.financialaidpodcast.com/shareasale">affiliate programs</a> and other online ventures.</p>
<p>I believe in your ability to beat the bad economy. You wouldn&#8217;t be reading this blog or listening to the <a href="http://www.financialaidpodcast.com">Financial Aid Podcast</a> if you weren&#8217;t motivated, energized, and determined to make college affordable for yourself. While the rest of the world sits around and blindly hopes for someone to come save them, I know you&#8217;ll be doing your damnedest to do whatever it takes to pay for college because you know you&#8217;re worth it. </p>

<p><strong>The New GI Bill</strong></p>
<p>This new benefit will cover the full cost of education at any public school in the country and many private schools. To qualify for the benefits, a veteran has to have served at least 90 days of active duty post-9/11 and have remaining entitlement. Only post-9/11 active duty service counts toward this benefit. Any remaining Chapter 30 or 1607 entitlement can be converted into this new education benefit. There is no requirement to buy in to qualify, and the benefits last for 15 years after separation.</p>
<p>This benefit discards the outdated benefits system and replaces it with a WWII style GI bill that provides upfront tuition payments directly to the school, and provides a book/supply stipend of $1,000 per year and a monthly living stipend. The tuition payments can be used at any public or private school but are capped at the cost of the most expensive public school in the state. Click here for a state-by-state breakdown. However, more expensive private schools offering a veterans-only <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="scholarship"  rel="external">scholarship</a> will see that scholarship matched dollar for dollar up to the full cost of tuition.</p>
<p>The monthly living stipend will be based on the Department of Defense Basic Housing Allowance (BAH) for that region. The stipend will be pegged to the E-5 with a dependent rate for the zip code of the school.</p>
<p><strong>When Can I Receive Benefits under the Post- 9/11 GI Bill? </strong></p>
<p>Post-9/11 GI Bill benefits are payable for training pursued on or after August 1, 2009. No payments can be made under this program for training pursued before that date.</p>
<p><strong>Am I Eligible? </strong></p>
<p>You may be eligible if you served at least 90 aggregate days on active duty after September 10, 2001, and you are still on active duty or were honorably&#8211;<br />
- discharged from the active duty; or<br />
- released from active duty and placed on the retired list or temporary disability retired list; or<br />
- released from active duty and transferred to the Fleet Reserve or Fleet Marine Corps Reserve; or<br />
- released from the active duty for further service in a reserve component of the Armed Forces. </p>
<p>You may also be eligible if you were honorably discharged from active duty for a service- connected disability and you served 30 continuous days after September 10, 2001. </p>
<p><strong>If I am eligible for the Montgomery GI Bill, Montgomery GI Bill- Selected Reserve, or the Reserve Educational Assistance Program, am I eligible for Post-9/11 GI Bill? </strong></p>
<p>If, on August 1, 2009, you are eligible for one of these programs and you qualify for the Post-9/11 GI Bill, you may make an irrevocable election to receive benefits under the Post-9/11 GI Bill.  </p>
<p>Note: Once you elect to receive benefits under the Post-9/11 GI Bill, you will no longer be eligible to receive benefits under the program from which you elected the Post-9/11 GI Bill.  </p>
<p><strong>How much will I receive? </strong></p>
<p>Based on your length of active duty service, you are entitled to a percentage of the following:<br />
- Cost of tuition and fees, not to exceed the most expensive in-state undergraduate tuition at a public institution of higher education (paid to school);<br />
- Monthly housing allowance* equal to the basic allowance for housing payable to a military E-5 with dependents, in the same zip code as your school (paid to you);<br />
- Yearly books and supplies stipend of up to $1000 per year (paid to you); and<br />
- A one-time payment of $500 paid to certain individuals relocating from highly rural areas. </p>
<p>NOTE – The housing allowance and books and supplies stipend are not payable to individuals on active duty. The housing allowance is not payable to those pursuing training at half time or less or to individuals enrolled in distance learning. </p>
<p><strong>How many months of assistance can I receive? </strong></p>
<p>Generally, you may receive up to 36 months of entitlement under the Post-9/11 GI Bill. </p>
<p><strong>How long am I eligible? </strong></p>
<p>You will be eligible for benefits for 15 years from your last period of active duty of at least 90 consecutive days. If you were released for a service-connected disability after at least 30 days of continuous service, you will also be eligible for benefits for 15 years. </p>
<p>Example: </p>
<p>Tuition and fees for full time enrollment: $6700. Highest in-state tuition and fees: $7000. </p>
<p>Scenario 1: If you separated following three years on active duty and are going to school full- time, you would receive $6700 for tuition and fees, $1000 for books and supplies, and the monthly housing allowance. </p>
<p>Scenario 2: If you have an aggregate of 12 months of active duty in the guard or reserves and are going to school full-time, you would receive $4020 (60% of $6700) for tuition and fees, $600 (60% of $1000) for books and supplies, and 60% of the monthly housing allowance. </p>
<p><strong>What does the Post- 9/11 GI Bill cover? </strong></p>
<p>You may receive benefits for any approved program offered by a school in the United States that is authorized to <a href="http://www.studentscholarshipsearch.com"  class="alinks_links" onclick="return alinks_click(this);" title="grant"  rel="external">grant</a> an associate (or higher) degree. Visit our website at WWW.GIBILL.VA.GOV/GI Bill Info/programs.htm   to verify that the program at your school, or the program at the school you would like to attend, is approved. You may also receive benefits for tutorial assistance or up to $2,000 for the reimbursement of one licensing or certification test. </p>
<p>If you transferred to the Post-9/11 GI Bill from the Montgomery GI Bill – Active Duty, Montgomery GI Bill – Selected Reserves, or the Reserve Education Assistance Program, you may also receive Post-9/11 GI Bill benefits for flight training, apprenticeship or on-the-job training programs, and correspondence courses. </p>
<p><strong>Can I transfer my entitlement to my dependents?</strong> </p>
<p>If you are a member of the Armed Forces on August 1, 2009, the Department of Defense (DoD) may offer you the opportunity to transfer benefits to your spouse or dependent children. DoD and the military services will issue policy on entitlement to transferability benefit in the coming months. <p><strong>Other Veterans Programs</strong></p>
<p>+ The MGIB-SR program may be available to you if you are a member of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve and Coast Guard Reserve, and the Army National Guard and the Air National Guard. This benefit may be used for degree and certificate programs, flight training, apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be approved under certain circumstances.</p>
<p>+ REAP was established as a part of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005. It is a new Department of Defense education benefit program designed to provide educational assistance to members of the Reserve components called or ordered to active duty in response to a war or national emergency (contingency operation) as declared by the President or Congress. This new program makes certain reservists who were activated for at least 90 days after September 11, 2001 either eligible for education benefits or eligible for increased benefits.</p>
<p>+ VEAP is available if you first entered active duty between January 1, 1977 and June 30, 1985 and you elected to make contributions from your military pay to participate in this education benefit program. Your contributions are matched on a $2 for $1 basis by the Government. This benefit may be used for degree and certificate programs, flight training, apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be approved under certain circumstances.</p>
<p>+ Section 901 is an Educational Assistance Test Program created by the Department of Defense Authorization Act of 1981 (Public Law 96-342) to encourage enlistment and reenlistment in the Armed Forces. Benefits are available to individuals who entered on active duty after September 30, 1980, and before October 1, 1981 (or before October 1, 1982, if entry was under a delayed enlistment contract signed between September 30, 1980, and October 1, 1981).</p>
<p>+ DEA provides education and training opportunities to eligible dependents of veterans who are permanently and totally disabled due to a service-related condition, or who died while on active duty or as a result of a service related condition. The program offers up to 45 months of education benefits. These benefits may be used for degree and certificate programs, apprenticeship, and on-the-job training. If you are a spouse, you may take a correspondence course. Remedial, deficiency, and refresher courses may be approved under certain circumstances.</p>
<p>This National Call to Service Incentive program requires a participant to perform a period of national service to be eligible for benefits. It is a Department of Defense program that is administered by VA.</p>
<p>The most important you can do as a veteran is to contact the VA and speak with one of the educational service representatives. They’ll be able to help you determine what things you qualify for.</p>
